A SURVEY OF FILMS SHOWN ON TERRESTRIAL TELEVISION IN 2003

Introduction

F

orty years ago the late great Mary Whitehouse CBE addressed a packed Birmingham Town Hall and publicly launched the Clean-Up TV Campaign. Calls were made for the "ordinary women of Britain" to take matters into their own hands to make it clear to the BBC that they are prepared to fight to protect their homes from "exhibitions of sex and violence" on television.

The most quoted part of Mrs Whitehouse's address that day, 5 May 1964, which we recall for this report, Promoting a Culture of Violence 3, concerned the portrayal of violence. She said then: "If violence is constantly portrayed as normal on the television screen it will help to create a violent society".

Over the years a great deal of scientific research has been conducted around the world into the effects of viewing screen violence. Those with a vested interest in the film and television industries have bedevilled the debate by suggesting that there is no conclusive proof of any harm associated with screen violence. However, research conducted from an unbiased perspective concludes, on the balance of probability, that there is a causal link between viewing violence and subsequent aggressive behaviour. In is not unreasonable to suppose, given television's aim to 'educate', that the frequency of showing violent imagery gives the impression that being violent is quite normal.

e publish again the conclusions of Dr Susan Bailey, a forensic psychiatrist, interviewed in a Panorama programme entitled 'The Killing Screens', screened in February 1995. Introducing Dr Bailey, Vivian White said: "Amongst the professionals who work with Britain's young offenders the view that screen violence does help to cause real life aggression is gaining ground. Susan Bailey has met and interviewed Britain's most violent young criminals, those who have killed." Dr Bailey said:

"In the early 80's I encountered, over a 5 year period, 20 youngsters who had murdered. A quarter of that group presented me with descriptions of how they had watched violent and pornographic films in the weeks leading up to their offence of murder … they described very vividly the films they had watched and how that had influenced their final act."

In January 2004 Professor Robert Winston posed this important question in the remarkable BBC1 TV series Child of Our Time:

"The average British 3 year old is glued to a TV or computer screen for nearly 5 hours a day and almost half of all 3 year olds have a TV in their bedroom. Suddenly the outside world is coming into these children's lives. So does what they watch influence their behaviour?"

The series is following the progress of a number of children born in 2000 and Professor Winston examined the external influences that shape the children's lives. He said:

"Most scientists now think that TV can encourage violent tendencies. At this age our children's ability to learn from the world around them is expanding rapidly. Experiments show how dangerous seeing the wrong kind of lessons on TV could be on a child's developing idea of how to behave".

Writing in the Daily Mail, 9/1/2004, he said: "Awareness of the influence of the media should be an important part of teacher training. Schools should teach how the media works, what effects it may have, how to reject unhealthy messages and how to discriminate between fantasy and reality."

Parents in fear of violent children

The extent of violence committed by young people against their parents is revealed today in a report showing adults how to cope when their children swear and spit at them or push, kick, punch or threaten them. The report entitled 'The Hidden War' from the charity Parentline Plus says that more than a quarter of all calls to its helpline are from parents concerned about their children's aggressive behaviour. Of these, 80 per cent report aggression and violence towards mothers. The Times 5/3/2003

Why watching violence turns children into angry adults

Watching violent TV shows - even cartoons - makes children more likely to behave aggressively when they grow up. Disturbing findings from a 15-year study reveal that programmes affect a child's behaviour regardless of family background or any natural tendency towards violence. The survey is one of the most detailed to be carried out on the long-term impact of viewing. A team led by Dr Rowell Huesmann at the University of Michigan re-surveyed the original boys and girls, now in their early 30s. The findings could not be explained by the argument that the more aggressive choose to watch violent TV shows. It is more plausible that exposure to TV violence increases aggression, said Dr Huesmann. Daily Mail 10/3/2003

Signs of hope?

I

n January 2003 the then Minister of State for Culture Media and Sport, Dr Kim Howells attacked the savagery of video games. The producers of "blood-spattered" video games are spreading acceptance of violent crime, he said. Mr Howells, the father of teenage sons, said: "I don't think a child is going to be a killer or more violent as a consequence of playing those games, that is not what I'm saying. But it's the acceptance of that heartlessness that is at the centre of all those kind of games, the kind of joy of shooting innocent bystanders or running them over in the car". He called on the game's manufacturers and film directors to face up to their responsibility to society.

Also in January 2003 it was disclosed that a sweeping review of Britain's censorship laws was being launched by the Government's adviser on youth crime amid growing concerns about the influence of violent films, games and rap music on young people. In an interview with The Daily Telegraph Lord Warner, the chairman of the Youth Justice Board, said there had been a coarsening of attitudes towards violence caused by screen images which have a negative impact on teenagers. "It's very hard to escape the concern that violent videos, violent films, violent music, violent games do influence some of the more impressionable minds", he said. "I think there's a case for reviewing whether we should regulate more rigorously. We are at risk of a gradual acceptance of a more violent culture in which we take it as given that a proportion of people will behave like that".

Following reports in March 2003 that explicit sex and bad language had again prompted a large number of protests Dr Kim Howells, the Government's minister for broadcasting, expressed alarm at the findings and accused the television channels of screening "gratuitous" material which had a "corroding effect on the soul". He urged television channels to reassess their content. Overall more than 40 per cent of viewers said that they had been offended by material screened during the last year.

In December 2003 The Rt Hon Charles Clarke, the Education Secretary, blamed children’s television programmes for encouraging bullying in schools. He demanded that broadcasters investigate whether there was a link between television violence and bullying. "What goes on television does have an impact on children’s view of violence" he said. "The main argument I want to challenge, about which there is too much acceptance, is that violence on television encourages people to grow up thinking violence is an acceptable way of operating".

In March 2004 it was reported that the Home Secretary The Rt Hon David Blunkett MP is proposing another series of punitive measures, in addition to the Anti-Social Behaviour Orders, to curb the growth in such behaviour, ranging from confiscating yobs’ mobile phones to banning them from football matches. Mr Blunkett believes such ‘lifestyle’ punishments would act as more of a deterrent than fines. He is also seeking powers for ministers to censor what he claims is increasing violence in films and television programmes that he believes are fuelling a ‘culture of violence’.

Massacre film wins top prize at Cannes

A film about a US school massacre has won the top prize at the Cannes Film Festival. The Palme d'Or went to Elephant which depicts events in 1999 at Columbine High School, Colorado, where two boys gunned down 12 fellow students and a teacher. Critics said this year's entries were the worst for years. Daily Mail 26/5/2003

Channel 4 TV premieres ‘Straw Dogs’

The controversial and extremely violent film Straw Dogs was shown for the first time on British television on Sunday 10 August. The film, first release in 1971, is a work of unremitting violence, centring on a brutal double rape scene. This marked the film out three decades ago and renders it just as appalling today. For five graphic minutes Amy is raped twice, beaten, brutalised and sodomised – and after the initial shock and horror of the experience, appears to take erotic pleasure from it. For more than 30 years Straw Dogs has stood as a dark landmark in cinematic history. Mail on Sunday 10/8/2003

Mr Blunkett called a meeting with Tessa Jowell, the culture secretary, on February 5 – with an agenda headed Violence in Society – where, according to press reports, he told her firm government action was overdue. Apparently, he has been expressing alarm for sometime at the increasing portrayal of violence on television. Tessa Jowell, the Culture Secretary was reported to have rejected Mr Blunkett's suggestions as "unenforceable" and a breach of human rights and was "preparing if necessary to defend publicly the powers of the British Board of Film Classification and Ofcom to continue policing on screen violence independently of Government".

Broadcasters blasted over rising TV violence

Despite increasing concerns about gun crime in Britain, it is still the most commonly portrayed form of violence on our television screens, according to a new report. Promoting a Culture of Violence 2, published by mediawatch-uk. 183 films on the five terrestrial television channels are analysed, identifying 966 incidents involving firearms, 701 violent assaults and 223 incidents involving knives and other offensive weapons. John Beyer, Director of mediawatch-uk, said that the media "should not exclude itself from the multi-agency approach to tackling gun culture. The findings of our report again show that the broadcasting industry shamelessly continues to promote a culture of violence and pays no attention to the damaging influence on our society". Worrying trends in violent crime

T

he latest statistics show that violent attacks in England and Wales have shot up by 17 per cent. And the rise in serious violence – including murder and serious wounding – was even greater at 18 per cent. Criminal damage – offences of vandalism – was up by 7 per cent. Overall, offences of violence were up by 14 per cent.

Violent crime soars

Violent crime rose an alarming 24 per cent last year, according to official figures published yesterday. Sex offences also shot up 17 per cent as the overall number of crimes soared to 5,856,800. The figures, compiled from police records, underlines fears that crime is spiralling out of control. The number of violent attacks reported to the police went up 24 per cent to 790,000. Growing 'disease' of gun crime

Gun crime is spreading across Britain 'like a cancer', police chiefs warned yesterday. Firearms offences rose by 35 per cent in Britain between 2001 and 2002. Detective Chief Superintendent Phillip Davies said: "Rival gangs are having shoot-outs in broad daylight in crowded streets, bullets spraying all over the place." Daily Mail 21/5/2003

Heat on ministers as violent crimes go up by 20pc

Violent crime has soared by 20 per cent in a year, official figures are expected to show. Despite the Government's pledge to crack down on criminals, overall offending rates also increased by around 5 per cent, according to preliminary data. The figures are particularly bleak for some of the most serious crimes, with sex offences up by 10 per cent and drug crime up by 18 per cent in the year to April. Daily Mail 26/5/2003

Violent crime soars in 14 out of 15 police forces

Figures show that violent crime has risen alarmingly across huge swathes of the country over the last year. The reports from 15 police forces also reveal that 12 of them have seen overall offences increase. Six of the constabularies saw crime rocket by 10 per cent or more. Daily Mail 12/7/2003

                Rapes soar by a quarter as violent crime figures rise

Rapes of women rose by more than a quarter to more than 10,000 annually for the first time in history of police-recorded crime, according to figures published today. Other serious sexual assaults on men and women also rose amid an overall increase in violent offences. The rise in female rape was 27 per cent and indecent assault on women rose by 14 per cent. Female rapes rose from 8,990 to 11,441, the biggest annual increase, and indecent assault on women from 21,700 to 24,800. Police-recorded rapes of women have increased 82 per cent since Labour came to power. The Times 17/7/2003

Retailers see increase in violent crime

Violent crime against shopkeepers is rising, according to figures published yesterday showing that almost a quarter of retailers have been attacked. Initial figures from the Home Office also showed that more than three-quarters of retailers and more than two thirds of manufacturers had been hit by some type of crime. The Government is to hire business crime reduction officers for the ten regions of England and Wales. The Times 14/8/2003

                GPs face growing violence in surgeries

The level of physical and verbal abuse against doctors working for the National Health Service was "shocking" and showed no sign of decreasing, the British Medical Association said yesterday. While hospital doctors working in accident departments and psychiatry are the main targets, family doctors are experiencing growing levels of violence in their surgeries. Daily Telegraph 16/10/2003

                The soaring number of children who turn to crime

The number of criminals aged 11 and under has soared by 150 per cent over the past ten years, figures revealed yesterday. The alarming Home Office statistics show child offenders are becoming younger and more violent. There has also been a 50 per cent increase in the number of girls involved in crime. Children aged between ten and 17 committed 49,200 crimes last year. Their crimes included more than 6,000 acts of violence, over 5,600 burglaries, almost 1,500 robberies and more than 17,000 cases of theft or handling stolen goods. There were nearly 400 sexual offences. Daily Mail 30/12/2003

In April 2004 it was reported that the Police in Cumbria had imposed a 9.00pm curfew in Wigton because of the high level of crime and delinquency among the town's teenagers. The results of this action resulted in a substantial fall off in disorder and criminal behaviour. In the same month it was reported that a special squad of "yob buster" lawyers was being sent to 12 parts of Britain plagued by high levels of antisocial behaviour. They are being appointed by the Home Office to ensure much greater use of the powers to deal with such behaviour on housing estates and on the streets. New powers under the Anti-Social Behaviour Act give police and town halls powers to combat nuisance neighbours, gangs of youths on street corners, vandalism and a range of other issues. The Government estimates that antisocial behaviour costs Britain £3.4 billion a year.

Public disquiet on violent entertainment

A

report published in July 2003 by the Broadcasting Standards Commission revealed that more than half the public believe there is too much sex, violence and bad language on screen. They believe that standards of taste and decency on television are getting worse. The survey, to be published by the Broadcasting Standards Commission and the Independent Television Commission, will also disclose that a third of people think that the quality of programmes is deteriorating. The prime concern of the 1,100 viewers questioned for the survey was the level of violence, which was cited by more than half those who complained about programme content.

Complaints rocket as TV turns up the violence

Television has sunk to new depths with record complaints about violence and swearing. A damning review shows that public concern about programmes is the greatest since records began more than thirty years ago. The survey, called The Public's View, reveals violence is a huge concern with 58 per cent of viewers saying they thought there was too much of it on screen. The main causes of offence remain swearing, violence and sex, in that order, and Channel 4 again caused most offence. Daily Mail 12/3/2003

Conclusions

O

nce again our analysis of film content indicates little doubt that the broadcasters continue to buy in and repeatedly show films that normalise and glamorise violence for its own sake. This deliberate policy of promoting a culture of violence is at variance with the Government's serious attempts to restore law and order. We again appeal to the broadcasters and regulators to exercise responsibility and do more to solve the problems associated with social disorder rather then perpetuate it.

Professor Robert Winston's conclusion accords with many others that watching violence on TV can influence children and their subsequent behaviour confirms what the late, great Mary Whitehouse said 40 years ago. The rocketing statistics for violent crime bear out the common sense view that normalising violence in the all-pervasive means of entertainment normalises and validates social violence and crime.

mediawatch-uk has consistently warned that this would result if the film and broadcasting industries continued to portray criminal violence as entertainment. Our monitoring of films shown on television over the last twelve years shows that the use of firearms remains the most common form of violence followed by violent assaults and the use of offensive weapons. In all of these categories real life is reflecting precisely what is shown on the screen. So far there has been a deafening silence from the film and broadcasting industries and no undertaking to take any remedial action.

Ofcom: The Standards Code

mediawatch-uk has maintained that the Codes and Guidelines should be the primary factors in securing high standards by being well defined and, above all, well known to the viewing public. Well-defined Codes provide a firm basis by which programmes can be judged by everyone. We believe that a well-defined Standards Code, therefore, must be a crucial part of the overall strategy for improving media literacy. It is not enough simply to provide improved programme information either in on-screen guides or newspapers or specialist magazines. Nor is it enough to make broad assumptions about the 'watershed', invented in the 1960's when there were just two channels. In the present 24-hour multi-channel television environment, with video recorders and DVDs, watersheds are largely an irrelevance and are certainly not effective in protecting youngsters from unsuitable material, as the Communications Act requires. TV sets in children's bedrooms is a reality that cannot be ignored.

We were very encouraged by remarks made by the Chairman of Ofcom, Lord Currie of Marylebone, (left) in his address to the English National Forum in July 2003. He acknowledged

"There are certain points beyond which a broadcaster may not go, without abusing the immense privilege which is implicit in the right to broadcast. Ofcom will establish where those limits are …".

Whilst we accept the need to consult widely and welcome such initiatives, we also expect leadership and this should take into account factors like the state of society. Much more weight should be attached to the concerns expressed by the public. It is well known that screen violence is a major public concern. That broadcasters have done little to remedy this is evident from the fact that portrayals of violent gun use have been most common for many years - with a startling rise of gun crime in the same period.

It is difficult to appreciate in a written report the full impact of the violent fantasy world portrayed by filmmakers who perpetuate cruelty, killing, maiming, destruction and all manner of brutal behaviour and sexual aggression in their productions. As in previous years the most common portrayal of violence involves the use of firearms.

This report is compiled from detailed accounts of what monitors actually saw on screen. We have deliberately avoided the approach adopted by others, which depends upon people's subjective perceptions. It is intended to be a further contribution to the urgent debate about violence on television and the causal connection with social disorder and criminal violence that has reached crisis proportions.

Findings

O

verall the total number of films shown by the five terrestrial TV channels has fallen in the last five years from 3259 in 1999 to 2880 in 2003. However, the proportion of films shown by five has remained fairly constant at around one third of the total. In this report five's output of films, 32 per cent of the 2880 total, accounted for 44.6 per cent of the 205 films monitored in 2003. Accordingly, the figures for violent incidents on five are startlingly higher in all categories.

We acknowledge that a number of the films were transmitted after midnight. However small the audiences for these films may have been at these times they still add to the overall presence of violence transmitted on television. Moreover, because most households have video recorders, enabling easy time shifting of programmes, late night/early morning scheduling is not a real obstacle to anyone, including children, viewing them.

In this Report, 'Promoting a Culture of Violence 3', a total of 205 films shown in 2003 on BBC1, BBC2, ITV1, C4 and five are analysed. The Report is not exhaustive and the findings relate only to the films monitored.

In the 205 films analysed, including 11 shown twice, monitors identified:

·         1121 incidents involving firearms

(288 on BBC1; 32 on BBC2; 107 on ITV1; 129 on C4; 565 on five)

·         765 violent assaults

        (177 on BBC1; 16 on BBC2; 89 on ITV1; 111 on C4; 372 on five)

·         103 incidents of fire raising/causing explosions

      (18 on BBC1; 3 on BBC2; 15 on ITV1; 10 on C4; 57 on five)

·         277 incidents involving knives and other offensive weapons

        (85 on BBC1; 4 on BBC2; 20 on ITV1; 47 on C4; 121 on five)

·         17 incidents involving illegal drug abuse

        (1 on BBC1; 1 on BBC2; 5 on ITV1; 1 on C4; 9 on five)

Of the 205 films monitored (including the 11 shown twice) 47 were shown on BBC1, 7 on BBC2, 25 on ITV1, 34 on C4 and 92 on five.

The 11 films shown twice were:

'Bad Boys' on C4 and five, 'Dead Calm' on five, 'Fortress' on fibe and ITV1, 'Heartbreak Ridge' on five and ITV1, 'Mississippi Burning' on five and ITV1, 'Sleeping With the Enemy' on ITV1, 'The Bonfire of the Vanities' on BBC1 and five, 'The Fugitive' on BBC2 and five, 'The Getaway' on five, 'The House on Carroll Street' on five and ITV1, 'The Running Man' on C4 and five.

Firearms shown being used in these films included:

Revolver; machine pistol; rifle; pump action shotgun; spear gun.

Other offensive weapons shown being used in these films included:

Flick knives; hunting knives; sword; axe; scissors; razor; snooker cue; plank of wood; bottle; iron bar; spade; baseball bat; truncheon; chain saw.

Crimes portrayed included:

Murder; rape; grievous bodily harm; assault; robbery with violence; robbery; burglary; vehicle theft.

We draw attention particularly to the violent acts portrayed against women and against sensitive parts of the body, for example, the head and genitals. We also draw attention to the so-called 'hardware violence' against cars, buildings and property generally.

Principal findings from previous Reports:

In 1994 the National Viewers' and Listeners' Association analysed 111 films screened on the four terrestrial television channels. Two reports, 'A CULTURE OF CRUELTY AND VIOLENCE', and, 'MORE CRUELTY AND VIOLENCE', were published in November 1994 and June 1995 respectively. Our analysis of these films detailed 523 incidents involving firearms, 492 violent assaults and 81 incidents involving knives of various kinds and other offensive weapons.

In 1995 the Association analysed 200 films screened on the four terrestrial television channels. The Report 'MORE CRUELTY AND VIOLENCE 2' was published in August 1996. Our analysis of these films detailed 835 incidents involving firearms, 689 violent assaults and 232 incidents involving knives of various kinds and other offensive weapons.

In 1996 the Association analysed 246 films screened on the four terrestrial television channels. The report 'MORE CRUELTY AND VIOLENCE 3' was published in March 1997. Our analysis of these films detailed 1076 incidents involving firearms, 706 violent assaults and 376 incidents involving knives kinds and other offensive weapons.

In 1997 the Association analysed 265 films screened on the five terrestrial television channels. The report 'MORE CRUELTY AND VIOLENCE 4' was published in May 1998. Our analysis of these films detailed 1281 incidents involving firearms, 918 violent assaults and 409 incidents involving knives of various kinds and other offensive weapons.

In 1998 the Association analysed 269 films screened on the five terrestrial television channels. The report 'MORE CRUELTY AND VIOLENCE 5' was published in May 1999. Our analysis of these films detailed 1171 incidents involving firearms, 798 violent assaults, 340 incidents involving knives of various kinds and other offensive weapons.

In 2000 mediawatch-uk analysed 193 films screened on the five terrestrial television channels. The report 'YOB CULTURE ON TV' was published in March 2001. Our analysis of these films detailed 1021 incidents involving firearms, 799 violent assaults, 207 incidents involving knives of various kinds and other offensive weapons.

In 2001 mediawatch-uk analysed 200 films screened on the five terrestrial television channels. The report 'PROMOTING A CULTURE OF VIOLENCE' was published in July 2002. Our analysis of these films detailed 987 incidents involving firearms, 667 violent assaults, 318 incidents involving knives of various kinds and other offensive weapons.

In 2002 mediawatch-uk analysed 183 films screened on the five terrestrial television channels. The report 'PROMOTING A CULTURE OF VIOLENCE 2' was published in February 2003. Our analysis of these films detailed 966 incidents involving firearms, 701 violent assaults, 223 incidents involving knives of various kinds and other offensive weapons.
